Provisional anti-dumping duties imposed on fasteners from China

On 26 July 2024 ITAC initiated an anti-dumping investigation on set screws and hexagon bolts classifiable under tariff subheadings 7213.15.39 and 7318.15.49, from China.

Although a number of producers of the subject product in China responded in the investigation, ITAC was not yet in a position to impose any producer specific provisional duties. This suggests that ITAC was not yet able to successfully verify submissions by any of the producers in the PRC.

Provisional anti-dumping duties of 166.07% on sets screws and 17.65% on hexagon bolts have been imposed. The provisional duties will be in place for a period of 6 months. Particularly with regard to set screws, the provisional duty at the level imposed will undoubtedly have a chilling effect on imports while the investigation is being finalised.

Participating producers in China have two weeks from the date on which the provisional duties were imposed to remedy any remaining shortfalls in their respective submission or to the resolve any outstanding questions or queries ITAC may still have.

With more producers that finalised their responses, ready for verification by ITAC, the final duties that will be imposed will in all likelihood include producer specific duties for some producers, while producers failing ITAC’s verification process, as well as non-cooperating producers in the PRC, facing residual duties that may closely resemble the provisional duties imposed.
