China’s Bold Move: Zero-Tariff Treatment for Least Developed Countries

In a groundbreaking announcement at the 2024 China-Africa Cooperation Forum Summit, President Xi Jinping declared that China will extend zero-tariff treatment to 100% of tariff lines for all least developed countries (LDCs) that maintain diplomatic relations with China. This move is a significant step towards fostering economic growth and strengthening diplomatic ties between China and LDCs.

The significance of zero-tariff treatment

Zero-tariff treatment means that goods imported from LDCs into China will not be subject to any import duties. This policy aims to:

  • Boost Economic Growth: By eliminating tariffs, LDCs can export their goods to China more competitively, potentially increasing their export revenues.
  • Strengthen Diplomatic Relations: This initiative reinforces China’s commitment to supporting the economic development of LDCs, fostering stronger diplomatic and economic ties.
  • Promote Sustainable Development: Increased trade opportunities can lead to job creation and economic diversification in LDCs, contributing to sustainable development goals.

China has a history of providing preferential trade terms to LDCs. In 2021, China granted zero-tariff treatment on 98% of taxable items originating from LDCs. This latest announcement expands that coverage to 100%, demonstrating China’s ongoing commitment to supporting these countries.

By opening its markets, China is sharing its economic opportunities with LDCs, helping to reduce poverty and promote global economic stability. In reality this is a powerful political move at very close to zero real cost to China as LDCs are a rounding error in China’s import basket, except for minerals and these already attract no duty into China.

Challenges and Opportunities

While the zero-tariff policy presents numerous opportunities, it also comes with challenges:

  • Implementation: Ensuring that all eligible countries can effectively utilise this policy requires robust administrative and logistical support.
  • Market Access: LDCs need to enhance their production capacities and meet China’s market standards to fully benefit from this policy.

China’s decision to implement zero-tariff treatment for all goods from LDCs is a commendable step towards fostering global economic equity. It reflects China’s strategic vision of building a more inclusive and interconnected world economy.
